The formation of a powdery surface condition from the disintegration of a binder or elastomer, as in a coating such as cement paint. The binder is decomposed and the pigment is loosely bound on the surface and resembles chalk when the finger is rubbed over it; caused by weathering or an otherwise destructive environment.
