1. A person who is appointed by the owner to work as the owners agent in the construction work, preparing bidding documents and contract documents, arranging construction contracts, and managing the contractors so that all work on the project is completed on time and within budget, in accordance with contractual agreements.
2. The person who has been designated by the owner to provide special management services during the construction phase of a building project.
